Five housing developers are vying to buy parts of Rouge Park , hoping to bring residents back to the shrinking city. Gary Sands, associate professor in the WSU Geography and Urban Planning Department, says he's not surprised at the number of offers to build on the Rouge Park land, despite the depressed real estate market in Michigan and the economic challenges the city faces. He points out several advantages of the site for would-be developers.
